Police say Joseph Stephen Carroll, in his birthday suit, leapt onto a cop car, began pounding his fists, and challenged all comers. Police needed to use stun guns, pepper spray and even bonked him with flashlights before he was subdued. He's been charged with disorderly conduct, resisting an officer with violence, criminal mischief and battery on a law enforcement officer.
